Mao Zedong Turns China Into a Federation

What if Mao Zedong would have turned China into a (nominal) ethnic federation--as per the Soviet model?

For the record, in such a scenario, the Uyghurs, Tibetans, and other large minority groups will have their own SSRs inside of China--as would the speakers of various Chinese dialects/languages:

How would China being a federation affect its government and its functioning?

Also, would the speakers of various Chinese dialects/languages gradually undergo ethnogenesis and gradually become their own separate ethnic groups (as in, separate from the Han Chinese) in this TL?

Any thoughts on all of this?
 
Kind of seems to go against the whole "one China" policy that's been touted since the Communists took over. Granted, that's specific to Taiwan in general, but I don't see Mao creating divisions when he touted national unity. Frankly, it doesn't make sense given that China saw bigger external enemies such as the US and Japan; national unity made more sense than ethnic tension.

The Soviet Union saw enemies in the capitalist world and yet turned itself into a federation.

Also, what about having China be a unitary state but--in addition to all of the autonomous areas and territories which were created in our TL--China would create autonomous areas in the parts of China where a majority of the population speaks a Chinese dialect/language different from Mandarin Chinese?
