Make the Japanese Imperial Army and Navy cooperate better

As the title says: what developments can make the Japanese Army and Navy cooperate better during the Second Sino-Japanese war and the Second World War? It has often been mentioned in this forum that there was an enormous duplication of efforts due to inter-service rivalries, such as each both services building its own type of fighter, bomber, interceptor etc. type of aeroplane and supply ships of the Navy sailing half-empty because the Navy would not transport Army supplies and vice versa. How can this be avoided? Information on other examples of this rivalry are also welcome.
 
Good question, I'd have to do some reading to put up some suggestions but from memory I think the Japanese were the worst of the WW2 combattants for this sort of thing.

Wasn't there some WW2 Admiral who said -- the Germans our Opponents, while the Army is the Enemy.
