Majority Jewish Palestine under an Ottoman State

How would it be possible to get a majority Jewish Palestine under jurisdiction of the Ottoman Empire by modern day 2017? What factors would be necessary to lead up to this? And what impact would this have on the empire and abroad?
 
This is terribly difficult to get, you would need to either avoid ww1 or get a CP victory but then there no Nazis.
So you basically would have to get the ottomans to heavily and successfully incentivise Jewish settlement

Not that I can think of, the ottomans were a sunni state why would they want to increase their Jewish population?
I can think of a few reasons:

To obtain a bigger tax base; As a propaganda victory; balancing the Arab population; grabbing skilled workers; having settlers take sparsely inhabited lands, and so on.

Considering that a majority of European Jews live in Eastern Europe and Russia has a history of anti-Semitism that can easily be magnified under the right conditions, they can achieve the same effect if, say, they become a right-wing dictatorship.

The POD is literally before 1900. Seriously ?

There are several problems.

1: Jerusalem being the 3rd holiest City in Islam, as the Ottomans are Caliph, it give them a incentive to not favour non-Muslims over Muslims in the region.
2: The Ottomans have seen several popular uprising among the religious minorities of the Empire, that give the Ottomans a good reason not to push for a non-Muslim majority in any provinces.
3: The Jews have more or less been non-farmers, a farmer is a skilled proffesion, the Jews simply lacked experience in farming. In a pre-20th century country farmers make up a majority of the population. So you need to make the Jews farmers again. In OTL we saw a process over the 19 century from the Jewish farmers in Bessarabia and the Jews entering agricultural schools in Europe, where they learned the necessary technics. But it demanded rather unique development in Europe for those to happen; the Russians forcing so many Jews to settle in Bessarabia that they had to give up urban trades, the development of agricultural schools.

So fundamental you have to make extremely major changes (bordering on ASB) to European and Ottoman history for a Jewish majority in Palestina under a Ottoman ruler.
