Major European war 1817-1835

Your challenge is to have the concert of Europe be an early failure and to have war take place in Europe comparable to the scale and scope of the Napoleonic wars occur in the early 19th century or the time specified in the title?

How would this come about? Can it happen?
 
Best chances are that French revolution on 1830 goes very ugly and cause new war. Or then escalate Belgian Crisis,
 
The best way to have this happen is probably to avoid/lessen the French Revolutionary Wars. The reason we had the peace in our timeline was because the great powers were more intent on avoiding revolution than gaining from each other. If the French Revolution is stillborn, or ends up with a reassertion of control by the Bourbons (equivalent to the Arab Spring in Egypt), then there will be less worry about keeping a lid on discontent. You'd instead have a continuation of the geopolitical system of the 19th Century, but with increasingly larger armies.
 
Napoleon survives and Britain eventually tires of endlessly warring against him.

Then, when he dies (likely the 1830s), a bunch of nations that felt particularly humiliated by him will probably take the first chance they can get to jump on his successor.
