Most likely with the same bullet diameter they could use the same tools to make the barrels.
The kurz bullets are the same, but the casing behind it is fatter. But I take your point. I wonder then if they could have done the same, but with a 7.5mm bullet?
 
Better performance of the round. They retooled for the casing, as it was wider than the parent.
But you also have to retool for the different barrel, one of the most expensive and difficult parts to produce properly. You can lengthen or shorten the barrel easily, but changing the bore and caliber is going to take a lot of effort and resources, neither of which Germany had.
