IMNSHO Cadorna. He was a one trick pony who assaulted enemy lines frontally. There were twelve friggin' battles of the Isonzo. Meanwhile Hotzendorf managed to halt the Russians after their successes in Galicia despite Russian numerical superiority.
 
I'll give Cardona some credit, he was the one who had the forethought to fortify Monte Grappa and he managed to salvage the Italian war effort by reestablishing the Italian lines along the Piave. However, he immediately loses that credit as those were only useful because his other failings resulted in the Italians being pushed that far back.
