Once Upon a Time I started a not-very-good alternate history story based on the premise that the USA didn't wind up with the Louisiana territory. Historically, Spain transferred it to France in Treaty of San Ildefonso in 1800. A provision of the treaty was that the territory would remain the property of France.
In our timeline France sold the Territory to the USA in 1803.
In my story I postulated that Spain found out about the sale, repudiated the treaty, blocked the sale and dropped out of the alliance with France. Dropping the alliance with France butterflys the war with Portugal and the British invasion of Rio de la Plata. When France invaded Spain 1808, Spain sought an alliance with Britain and Portugal, transferring the Territory to Britain.
In the story Britain keeps the Territory, pushes west and south and winds up with the whole rest ot the continent. I kinda handwaved Texas and California. I didn't think about Mexico.
From my notes:
The United States (in no particular order):
Wisconsin, Illinois, Mississippi, Alabama, Georgia, Florida, North and South Carolina, Kentucky, Tennessee, Virginia, West-by-God Virginia, Indiana, Michigan, Ohio, Maryland, Delaware, Pennsylvania, New Jersey, New York, Connecticut, Rhode Island, Massachusetts, Vermont, New Hampshire and Maine. Cuba and Puerto Rico may be states, Guam and the Virgin Islands are possessions. The Philippines are an independent country.
The Louisiana Territories:
Louisiana west of the Mississippi River, Arkansas, Missouri, Iowa, Minnesota, North and South Dakota, Nebraska, Kansas, Oklahoma, New Mexico, Colorado, Wyoming and Montana.
The Pacific Territories:
Washington, Oregon, Idaho, Nevada and Arizona.
The Texas Republic is semi-autonomous and is considered part of the Louisiana Territories for administrative purposes. It doesn't try to control marijuana but attempts to make other drugs too expensive for casual use through taxation.
The Mormon Republic (Utah) is semi-autonomous and is considered part of the Pacific Territories for administrative purposes. It doesn't allow drugs and frowns on alcohol, caffeine, tobacco and "immoral behavour." It has a small population and almost no immigrants.
Alaska is part of Canada.
The California Republic is semi-autonomous and is considered part of the Pacific Territories for administrative purposes.
The Kingdom of Hawaii is independent but closely allied with the Empire. Its major exports are pineapples, flowers and some of the best cannabis and coffee on the planet. All weapons must be licensed. It is quite restrictive of personally-owned automatic weapons. Handgun licenses are easy to obtain but require completion of a training course and are somewhat expensive.
