Longest possible time Ireland could stay in the UK

Without changing anything post-Easter Rising, what's the absolute latest date that Ireland could have been kept within the UK, and what political consequences would have followed?

If you cannot change anything, then there can be no PoD and therefore no divergence. As such, when it left.

If home rule is adopted earlier on, perhaps as early as Gladstone's first period as Prime Minister, there could be enough support for the new parliament that Ireland is satisfied. As long as all of the anti-Catholic stuff goes away, that is.

Therefore, I can see Ireland still as a member of the UK with a devolution deal much like Scotland's.
 
Short of a dicatorship in Britain determined to keep Ireland at all costs I think it is borderline ASB to keep Ireland in the UK beyond the mid-1930s or so at least with a 1916 POD.

The problem is even a 'best case scenario' where the Irish Convention succeeds and a rejuvinated Home Rule party is able to fight off the rise of Sinn Fein will leave you with something very close to a dominion which only a legal figleaf and fiscal and defence matters keeping in the UK. It is very difficult to see an Irish government resting on its laurels as Canada and the other dominions push for further powers. Much more likely is that they will push for full dominion status.

The dominions are always going to be a factor regardless of how peacefully Home Rule is enacted because Irish people will be able to point to how the Australians and New Zealanders have more autonomy while remaining loyal to the Empire.
