Long Live the People's Democratic Republic - a surviving Socialist Ethiopia?

Let's say that Mengistu Haile Mariam's regime manages to successfully crush the insurgencies that would lead to his downfall in 1991 and firmly entrenched itself in Ethiopia. What might a surviving Socialist Ethiopia look like?

I would assume so, considering these counterinsurgency offensives were launched in the aftermath of the Ogaden War - there might be a good chance he holds on and Somalia remains relatively stable with more Western support than IOTL to counteract Ethiopian influence in the Horn of Africa.
