Wrong. Bush was planning it from the get go. It would have taken something more significant than 9/11 to stop the Iraq invasion.

I am not denying it that GW Bush wanted to overthrow Saddam Husseins regime through a military invasion. However the 9/11 made the proposition of undertaking this endeavor much easier than it did in if 9/11 had not occurred. Because he allegation of a link between Saddam Hussein and Abu Musab al-Zarqawi (who was a al-Qaeda member) helped quite a lot in getting the whole project of overthrowing Saddam Hussein's regime through a military invasion become a reality. If 9/11 had not occurred the United States would have very likely restored to other methods to overthrow Saddam Husseins's regime.

without 9/11, the maximum the US public would put up with would be an airpower and SOF supported exile invasion of Iraq, but no buildup and use of massive ground force.

Invasion lite would likely not go well. It would be Bay of Pigs, or in this case, Bay of Goats.
