Limited Nuclear War over Cuba or Haiti?

Well in my atl haiti is unified/has all of hispanola and black. The haitians push out the US and align with the USSR and allow nukes to be placed in hispanola. The same thing happens, the us threatens to intervene etc. And it does. From cuba and puerto rico the US invades haiti and uses tactical nukes. The soviets use nukes on the us fleet invading.

How will you keep the nuclear war limited and not massive? Ideally limited to haiti and cuba/puerto rico.
 
Why would the US risk using nuclear weapons against a Soviet-backed state? That's basically asking for global thermonuclear warfare to break out.

Soviet doctrine held that there would be no limited retaliation. The first strike would involve committing the entirety of their nuclear stockpiles before NATO could take out ground based silos and airfields.

OTL, the United States wanted to use tactical nukes in order to take out the cuban missile batteries right? Or was it the Soviets who would first use tactical nukes to flatten the invading US army and marines in a cuban missile crisis-type scenario?

All this is irrelevant, as you're basing this scenario on an ATL which butterflies away OTL's mid-20th century Soviet and American strateges.

That would be tragic, but might actually be plausible if Haiti was able to get nukes. :(

I'm trying to keep this as close to OTL cold war, including the suez crisis and cuban missile crisis, but yes you are correct I do have a lot of lee-way in my timeline.

Haiti doesnt have the nukes, the Soviet Union places them in Haiti like in OTL Cuba

This is alternate timeline where A. Haiti is unified and controls all of Hispanola, B. Haiti had developed better than OTL and is more stable, from the 'cleansing' effect of expelling/killing all whites and mullators as well as recruiting from educated africans like Oleudiah Equiano, C. due to the cleansing, the haitians have no ill will towards mullatoes and thus they return and help to grow haiti's economy, so long as they are not elitist dicks as the french mullatoes were, making any colorism sentiment as thin and weak (actually noticeably weaker) then in black american culture (i.e. there is some weak and small problems and arguably snobbishness on both sides, but it is not Dominican or Brazilian-level colorism). Skip forward an intervention by the US/UK/France/Spain to re-conquer the Island (which fails in the long-term) and a short occupation by the US which is repulsed ITTL, and you have a more unified Haiti.
