Libya under a more generic dictatorship

How would Libya had developed, had Gadaffi never seized power and it was run more like a more "normal" North African dictatorship like Algeria, Tunisia, or Egypt??? I am imagining a strongman running it, but no long rants translators struggle with, no "green book", and a more "normal" foreign policy with the world except Israel(which it wouldn't recognize).

I would expect that It would have a greater focus on the army (instead of being made completely powerless), next it would likely be trying to modernize Libya and pull the Libyan people out of their tribal past rather than embracing it, in fact with the oil money I could see it have a to success with this. I think Oman could very well be a good model for how it would turn out, as it have the sanest economic, social and education policies of the Arab oil producing country outside Algeria (whose model wouldn't be used, because Libya have enough oil and few enough people to run a full welfare state). So fundamental a relative technocratic state pushing policies of making people work and take a education, while at the same time forcing a Libyan national identity down over the population.
