Liberal Hanover

How can we get Great Britain's political system / culture transplanted onto Hanover during the union? Maybe the parliament stipulates this to prevent the influence of absolutism on the king (instead of the OTL policy of restricting the King's travels) -- or it is done at congress of Vienna to defy the Austrian anti-liberalism efforts? Maybe they evolve in parrellel?

I'm not going for the a personal union becoming institutional union fantasy scenario, but just thought that Anglo-style liberal state in the middle of Germany might be fascinating.
 
My understanding is that prior to 1830, it was liberal. Ernest Augustus was the real change.

But the liberal constitution was very late in the game too, I believe, 1833 by William IV, and from what I know I didn't really introduce Anglo-style parliamentary democracy. But I guess, not having it revoked so soon would be a start.

I guess we need a German expert here...
 
Perhaps if post 1806 (dissolution of the HRE) Hannover if formally united with Britain to create the United Kingdom of Great Britain, Ireland and Hannover, and the liberalisation is an effect of this. Not sure how to get this to happen though.
