Interesting... I'm guessing no French Revolution ATL? That should produce many interesting butterflies for the world.

It's the Count of Provence we're talking about...
Quite the anti-reformator at this time in the 80's. Admittedly it was partially fueled by his frustration to not having participated to anything remotely important in politics for 12 years IOTL, but he was as well the product of his education.

Frankly, it could go either way, but his personality wasn't exactly fit for the pre-revolutionary job. Let's see the next updates to see if it gets better :)

I'm not exactly well versed in late 18th century french history, so I got no idea where this could go. :p

More incest(Louis' mother is from Saxony right)?

Doesn´t this butterfly away the USA since they can not win the ARW without French help?

The right choice to do would be to sell the Americans supplies to continue the ARW with them paying hard cold cash(not promissory notes) or goods like tobacco.Stuff them if they can't afford it.Lengthen the ARW for as long as possible to get the British distracted and bleed there while France profits from arms dealing and gets a freehand to do something major.

As for the Ottoman Empire,I sense there's going to be a partition of it between France,Austria and Russia.
