I was thinking just this one succeeds. Would bin Laden claim this attack as part of his war against the United States? If so, would the bodycount justify an invasion of Afghanistan or would Clinton go for something more low-key?
 
Come on, nobody has any ideas? OK, I'll throw in what I can think off:

(1) This will help John McCain win the Republican nomination by portraying himself as the supporter of vigorous national defense against the out-of-touch isolationism of draft-dodger George W Bush.

(2) Osama bin Laden will waste no time in praising the attacks at the very least.

(3) Clinton's immediate response will be launching some Tomahawks against Afghanistan again and giving military aid to the Northern Alliance.

(4) With the election in mind, he may decide this was not enough and try to convince Pakistan to withdraw recognition of the Taliban and allow the use of its airspace for a bombing campaign. He may not be successful in this, given Pakistani frustration at the lack of support in the Kargil War, and failure could lead to some sort of deal with Iran as an alternative.
