Latin American colonialism in the Pacific

In OTL Chile annexed the easternmost Polynesian Island, Easter Island/Rapa Nui, how can Chile and other Latin American nations colonise the Pacific?

What nation could establish colonies in Oceania?

Ecuador and the Central American nations are too small and weak.

Colombia might have a large population and a Pacific coast, but it's always been a Caribbean country and the Pacific coast remains sparsely populated to this day.

Peru is a good candidate, historically Peruvian slave traders raided the Pacific Islands for slaves and the country has a large coastline (it's only coastline) on Pacific.

Chile is probably the best candidate, it has historically been a strong naval power and it already owns a Pacific Island (Easter Island).

Venezuela, Uruguay, Brazil, the Dominican Republic and Argentina have no Pacific coasts.

I don't know too much about Mexico, but it's historically been pretty unstable and it's much further north than Peru and Chile, meaning the only nearby Pacific Island is Hawai'i.

How would the European powers and the USA react to a Latin American colony in the Pacific?

Peru Could Easily establish Colonies in the Pacific, they have the Navy to do it, before the Pacific War, Avoid the Pacific war, or make so that Peru don´t support Bolivia and the War was only a Bolivia-Chile Affair.
With that You will see a constant competence between Chile an Peru to Establish a Presence in the Pacific, reclaiming "free" island, the same way European late colonialism was more a competence between states.
Mexico could do also if Spain let it develop their Pacific interest in the Early XVII century, before close the trade and left all the pacific commerce in the hands of the Nao de Manila
 
IIRC the Philippines were part of the Viceroyalty of New Spain. Maybe you could have the Philippines join the Mexican Revolution somehow.

Chile has got to be the best candidate. Hey always were a naval power and only lacked the desire to continue Pacifc expansion. A united Platine state would, however, be more inclined because of the resources and prestige as well as strategic gains offered by such an expansion. However, such a state would be dominated by Argentina in all likelihood and focus eastward towards Brazil and possibly Africa, of course, the amount of effort it would take to colonize some smaller pacific islands isn't too significant for even a secondary power, the issue is competing with Germany, France, the U.K, and the U.S.A.
