Latest stage Germany could have been friendly to Britain

In otl as we know Britain was practically the ally of France and Russia well before 1914.

This was historically odd. Both Russia and France had been traditional enemies and there were potential disputes in Africa (and maybe the Carribean) with France and over Afganistan and the near East with Russia.

What was the latest stage a smart Gerrman administration or stupidity in French and or Russian leaderships could have made Britain at best a pro German neutral

Good question. You'd need a less insane German naval policy, a Wilhelm II without his major hang-ups and possibly without his withered arm as well, and finally you'd need a stronger Chancellor. Those are not an easy combination to achieve.
 
You'd also need Britain that's more accepting that Germany will probably wish to build up it's navy to match it's economic strength and is willing to work out a compromise with the Germans.

Britain seemed to grossly over react although the Germans started it in the first place by setting themselves up as the competition, cooler heads on all sides would save a fortune.

Not really. You either need a saner Wilhelm II or a Chancellor willing to too him no. Personally I think the best thing would be to have Wilhelm die early.

Britain did freak out but not unnecessarily. Germany under Wilhelm II seemed to have wanted to threat to Britain or at least their equal navaly. I mean look at Tirpitz's Risk Theory, which stated that Britain would not challenge Germany if the latter's fleet posed such a significant threat to its own. That's their official policy. For an islands nation who's dependent on their navy for protection it really is a reason to freak out and partially overreact.

They are if you have a Kaiser other than Wilhelm. You know as in, cliche as it might be, Frederick III if he hadn't smoked that pipe. While it is true that Germany probably was on some sort of course to come into conflict with Britain, I really think that Wilhelm II's personality and his actions driving the country straight into the rocks.
