Largest Canadian Population?

I think the easiest way to increase Canada's population by a meaningful amount without getting too carried away, or worrying about altering borders or whether or not the country can feed itself is to extend the the annual population growth Canada experienced during the first couple decades of the 20th century (about 3% per year) say another 20 years.

This gives Canada a pop. of a little over 15 million in 1940 vs 11 million IOTL. Then have Canada settle into OTL population growth rates.

2014 population would be about 46 million. So about the same as Spain for comparison's sake.
