Larger Indian Diaspora

India, despite being a country of over 1 billion citizens has a surprisingly small diaspora of around 16 million. Is there a way to obtain a larger Indian Diaspora with a POD in 1947?

Would something such as say, Brazil or a few other countries deciding to take in the 8 million refugees from Partition be a start?

Isn't it more like 30 million? While China has like 50 million? So not a major underperformance.
Perhaps, an article I read gave me 16 million. Of course it just counted Indian citizens outside of India; not their descendants.

The Indian Diaspora figure was quite recently pegged at 66 million, making it the largest in the world. There are of course easy ways of expanding this. I will post a few ideas I have in the morning.
 
More Allied shipping lost during the 1939-1943 period, making the Bengal famine worse and its effects more lingering. Perhaps add an earlier end to WWII so that the British Empire can stay around a bit longer, so that large numbers of Indians can be settled in Africa and such.
