Labrador joins Canada but not Newfoundland

Most support for continued independence from Canada could be found on Newfoundland island. Would it possible for Labrador to join Canada but for Newfoundland island to remain an independent dominion with a post WWII POD?

In the 1920s, there had been numerous proposals involving the sale of Labrador to Canada by Newfoundland. Canada, and Québec, were reluctant at the time, but I suppose it was imaginable the offer might have been accepted.

Impossible with a post WWII POD, Labrador is far too much integrated inside Newfoudland.

Your best bet is probably having the trials at the London Private Council held to determinate who, out of the Quebec or Newfoudland, should have Labrador.

In OTL they decided fully in favour of Newfoudland so you need to find a way to have them do the complete opposite and then find a way to have the independantist triumph in Newfoudland.
 
After World War II? Probably not.

The real hard part is getting Newfoundland independent again at all post-World War II, considering how important US military bases were to the economy at that point. Even if you butterfly away Smallwood and you don't get a confederation option on the referendum, Newfoundland at this point hasn't had responsible government since the Depression and is still run by the Commission. They're answerable to London, and London's not going to allow "independence" as a referendum option.
