Premise...

1. From the history of the succession of the Kim family father to son etc... could it be considered a Monarchy?

2. Could they just declare themselves the new King of Korea?

3. if 2 happens, what would be the reaction by the foreign powers in the area - Japan, South Korea, US, and China with a Kim Dynasty of Kings of North Korea?
 
People do call the DPRK the "Hermit Kingdom" for a reason. But you're asking if an (at foundation) avowedly communist nation would crown itself as a monarchy? That would have to wait until after the first two at least. Could they declare themselves the heirs of Joseon? Sure. Would it be well received? Most likely not.
