Korea War started by the South

IOTL Stalin waffled on whether or not to give Kim Il-sung permission to invade the south. Of course IOTL Stalin ended up approving the invasion but he could have just as easily veto'd Kim's invasion. If Stalin forces Kim to stand down does South Korea start a war at a later date? If not, do the two Koreas just end up keeping the 38th parallel as an awkward border for the foreseeable future?
 
What would they be starting the war with? The ROK Army had no tanks or heavy weapons of any sort. Moreover the Americans had no intentions of supplying said weapons.

Point taken. With the South un-armed and the North restrained ITTL, is there just no war but still a divided Korea more or less as OTL?
 
Despite the fact that the President of South Korea wanted to reunify the country without the heavy weapons he would be unable to do it. The south's artillery was too light and they had limited anti-tank weapons. The Air Force of the ROK had just started to be equipped with the American P-51 fighter. So if the North was restrained by Stalin and the South lacked the heavy equipment the most that would happen might be some border clashes.
 
Very interesting. If that's the case, how do we give SK enough tanks and heavy weapons so they feel confident enough to invade the North?
 
There are only three possibilities: 1) the Soviets or the North Koreans do something which causes the US to change its position. For instance a Crisis in Europe. This might see the US increase the type of weapons supplied to the Republic of Korea to include more 105mm Howitzers, 155mm Long Toms, M-4 Sherman2) South Korea develops a heavy industry capable of manufacturing tanks, or 3) Soth Korea acquires enough foreign currency to buy surplus WWII equipment from Britain or other powers.
 
in otl,south korea took decades to outgrow north korea,even when the latter had much more losses. if the war is prevented,the international (and domestic) situation will make a war impossible by the time south korea would feel confident enough.
