By the end of 1915, Japan had four Kongo class battlecruisers, one Fuso class dreadnought and many semi and pre-dreadnoughts.
With no heavy German warships in its region, and a large navy to deter any Chinese intentions, Japan could have sent the Kongos to join the fight at Jutland. So, in Dec. 1915, the four Kongos, along with three 28 knot turbine-powered Chikuma-class protected cruisers arrive at Scapa and begin training alongside the Grand Fleet. They have four months to prepare for Jutland, not that they know that.
