The terms of the treaty meant that either party had to come to the others aid if it became involved in a war with more than one country.

So for instance if Japan was at war with China and America declared war on Japan, Britain would be obligated by the treaty to declaring war On America.

I think it could be rationalised as a means of preventing war rather than confronting America, but it would be something the Japanese would be tempted by, perhaps enough to commit Kongo's to the North Sea. Though I suspect a Japanese relief force for Kut or a Japanese Corps on the western front in 1915 might have caused a renewal of the treaty.
