How would the Maastricht Treaty have gone if somehow, instead of Thatcher, Kinnock had been the one handling negotiations on Maastricht? I understand he is slightly more supportive of Europe than Thatcher. But did he favour an inter-governmental approach at the time, or a federalist model?
If he was more willing to compromise on things like defence and home affairs, could he have secured more compromise from the Germans on economic policy? On the other hand, given that there were big disagreements between the French and the Germans on some matters, could Britain siding with the Germans have lead to a treaty the French people would reject?
What about his own party? Could we have seen more Labour rebels, and eventually a Labour-originated version of UKIP?
