Kingdom of Rome

Is it possible, with a POD as early as the reign of King Priscus, to have a Kingdom of Rome that continues to make reforms and that conquers the Etruscans? What would it look like by the 7th King, assuming it can't be Tarquinius Superbus? How could they defeat the Etruscans? What effect would they have on the Greek colonies, Carthage, and vise verse?

Is this a DBWI? Or are you asking if a kingdom of Rome could achieve what the Republic of Rome did OTL?
 
IIRC part of the reason [according to the historians] for Rome's sucess was the militarantcy arising from Romes revolt against the Monarchcy.
 
If you eliminate Lars Porcinna as a power in the region, you might end up with a continued Tarquin monarchy - many historians believe Lars set up the Republic initially as a docile (easy-to-manipulate) staging platform to invade Magna Graecia (I know, it contradicts Livy, but if you actually read his work you could see why they would come up with this).
