King Joseph I of Holland

Louis Bonaparte was a younger brother of Emperor Napoleon I of France.
Napoleon made Louis King of the Kingdom of Holland in 1806.
Suppose Napoleon had made his elder brother Joseph King of the Kingdom of Holland instead.
 
The question is who then becomes king of Spain.

If it is Louis, it will have important butterflies.

Louis was defending his subjects interests again Napoleon's wishes and managed to get loved by his subjects. If he manages that in Spain, that has BIG impacts on everything. A rebellious Netherlands is not going to have the effects of the Spanish guerilla and you might see the british kicked out of the continental Europe again.

WOuld wellington be sent to held the Russians then (provided butterflies don't delete the 1812 campaign)? And what the effects of no French troops blocked in Spain (and even allied spanish ones available) on the campaigns in the east be?

One reason why Napoleon Bonaparte was so harsh on Louis was because he saw the Netherlands as the land of milk and honey. Maybe he gives Louis more leeway in Spain?
