Keep the seats in the House as they were in 1940 Election .

How would this change the historical growth of the US .:D

Also how would this change the political face of the US .

In 1940 Californian population was only 6,907,400 to that of Illinois population of 7,897,200
 
Come on people there is what 4,000 active members here and none of you are willing to say anything about how this would be a different world then we are in to day .
Let see if the West coast did not have the influence it has today or from the 1970 onward can you see the putting down of religion like there was in the TV and movies .
And how would the midwest with a majority in the House react To the company's moving south and out of the country . Remember this the voters they have to keep happy as there jobs leave there states .
 
Thoroughly unConstitutional, unless the relative populations stay the same as well. Either way, it wouldn't happen without, essentially, a revolution.

Slowing down / preventing the development of Air Conditioning would certainly help.

If you want to stop population growth in FL, AZ, TX and CA, you need to curtail multiple developments.

* Air conditioning, Freon (1930's)

* Malathion an other insecticides for insect control (1940's)

* Kroll process for titanium (1946), essential for jet aircraft

* Cheap gasoline

* Suburban sprawl

Confined to railroad travel, major league baseball does not make it west of Kansas City and Minneapolis. Dallas/Ft.Worth might be able to support a team.
