I watched Pirate Radio a few days ago, and it got me thinking: What sort of circumstances would be required to keep radio ships, such as Radio Caroline, doing business off the British waters. Obviously the Marine and Broadcasting Act would have to be significantly altered or butterflied, but is there a reasonable path to a) allow radio ships to broadcast offshore while b) keeping the Draconian anti-rock measures from BBC intact to the point where the pirate radio boat becomes so entrenched in the culture that the main stations remain offshore even as the government eventually attempts to integrate rock and R&B music into its playlists?
