Keep American relations with Saddam Hussein positive

I doubt it, Gore's campaign was pretty conventional in terms of he said he would do. Granted, if 9/11 happens on his watch maybe he changes in some way but I still don't see it...

@Zheng He is completely correct. Without Iraq invading Kuwait Saddan’s Iraq is never viewed as being a part of the “axis of evil”, and is instead considered an important bulwark against Iranian influence.
 
Interestingly, if he does not invade Kuwait, and then during the 1990s starts gassing the Kurds again I could see some in the Clinton Administration (assuming they are in power) like Madeline Albright who are pretty hung up on human rights calling for intervention of some sort.
 
Wasn't there some meeting where a US diplomat didn't explicitly say Iraq shouldn't invade Kuwait to achieve what ever it was after (recovering debts?) so Saddam took it as implicit approval?
