You have the manufacturing core, mass radicalization of the population means that enthusiasm is high, and they have much of the population. Conscription will be limited, and you will have a measure of democracy at a local and workplace level, even though the President and Congress are serving "for the duration of the crisis". Perceived disloyalty will still be a great way to get killed by your neighbors, though the government may make token efforts to stop this. In a revolt against a democratic USA, things will be a little worse; more conscription will be happening, and political officers will be a thing to ensure loyalty. In a revolt against a Garner-run, pro-Long USA, the main threat to those of less than absolute loyalty will not be political officers or secret police, but your own neighbors, who will see any sympathies for the "treacherous" Federal government as betrayal and selling out at best.
