Kaiserreich Austria - Hungary

I have played Kaiserreich Weltkrieg a number of times, and have been wondering about the Austrian Empire in that particular scenario. According to Kaiserreich, AH was on the winning side, but instead of being strengthened, was exhausted and by 1927 existed in a fractured, devolved state. Austria and Hungary were even more estranged, while Bohemia, Galicia, and Croatia enjoyed a much enlarged self - government, whilst remaining under the Habsburg Crown.

There is still a common Imperial and Royal Army, although each Crownland has its own militia for maintaining order and self defense. The Imperial Navy and the Airforce fall directly under the perview of the Crownland of Austria. Outside of Austria, the Emperor is represented by a Governor General in each of the autonomous states, and the states convene every ten years to discuss trade and other issues.

I have read from a number of (modern) sources that the difficulties in Austria were such that reforming the State would have been a gargantuan undertaking, and even perhaps impossible. Could this serve as a via media between outright independence and a reformed representation/self government "thing"? In other words, might this help the Habsburg dominions remain til today? (supposing those damn Syndacalists don't get involved *wink*)

The thing I'm concerned about with having a surviving Habsburg empire in a Kaiserreich scenario is that there's too much autonomy granted. The reason there were separatists in Austria-Hungary was because a Slav thought of themselves as a Slav, as opposed to an Austro-Hungarian. Having a loose confederation only encourages that. For Austria-Hungary to stick around to the 21st century, you're going to need to see all of the nations and diverse ethnicities of Austria-Hungary blend together. Have the Slav think of himself as an Austro-Hungarian citizen who happens to be a Slav, not the other way around.

Most of the plans I see for that is based around the creation of a federal republic, with each nation getting decent autonomy but with a strong federal government as a unifying factor. The Hungarians are not going to like that, because it means they lose a lot of their status, but it could theoretically be done if everything went well.

I'm not at all familiar with the game is there any information about it in english?

It's a mod for the game Hearts of Iron 2. A fun althist scenario which is based on a (kind of) victorious Central Powers in WW1. It has a wiki, click around a bit for some of the background.
