Err, since when? The most distinguished Prussian general before the Napoleonic Wars (not counting Frederick II, who after all was King) was possibly Leopold of Anhalt-Dessau, the Old Dessauer, who was even souvereign prince of another realm...

There's a distinct difference, it was common for the bigger North European states to let lesser Princes serve in high positions in their adminstration (in the middle of the 18th one of the Franconian Hohenzollern princes served as commander of the Danish army, and if I remember correctly stadtholder of Norway), I'm talking about the medium positions in the Prussian army.
