Kaiser Conumdrum

After Abdicating Willhelm fled to Holland where he lived untill his death in 1941. My question is this, what if when the government and Royal Family were evacuated to Britain in 1940 they took the Kaiser with them?

On the one hand his been in Britain could provide a rallying point for the German opposition, and provide justification for forming a Free German Army from refugges in Britain. (A.K.A The Kings German Legion)

On the other hand there was a large body of oppinion that thought he should have been turned over to the allies in 1919 and hung.
 
The main problem is Wilhelm's complete lack of popularity in Germany as a result of WWI, which doesn't make him into a particularly good propaganda tool.

Queen Wilhelmina departed The Hague on HMS Hereward with the intention of going no further than Zeeland, there to coordinate the Dutch Army’s continued resistance. While she was on board ship Zeeland came under intense attck from the Luftwaffe and it wasn’t safe for Hereward to continue there. A pre-planned evacuation it was not.

Also, which loyal members of the Dutch administration should be left behind so that a German and his entourage can be evacuated ahead of the German invasion?
