As i learned here the USA were willing to give Japan a fleet ratio up to 5:4 compared to the USN or RN. IOTL Japan only got 5:3 because the US broke their diplomatic codes and know that Japan would sign a treaty with a 5:3 ration.
What if during the conference the japanese delegation that they could agree on 5:3 for battleships but they want parity for aircraft carries. And between the lines they say something like "it would it make much easier to sell the treaty at home".
Most navies tend to agree that the aircraft carrier was a coming weapon system but only a few people saw the real potential.
So lets say Japan get the same tonnage in aircraft carriers how will this affect ship building policy in the US and Japan up to WW2. Would the IJN build the Yamato battleships or more carries after the end of the WNT and the other naval treaties.
