Following Caeser's assassination there followed a period of civil war for 20 years.

Caeser conquered Gaul in 8 years. Heres the story .......

Caeser uncovers the plot, he rounds up the conspirators, he gives the concessions and land gifts to the people of Rome.
And he forms a citizens militia, a proper one.
Ok. so far ?
He creates a non land owning civil service, paid by the state, to collect taxes, administer public works and for technological research.
He devises a new tax system so the Empire doesn't devour it own wealth generating base.
And all the other cool stuff he proposed.
And he creates a constitution that enshrines the libererties of Romans to own land, limiting the size of land ownwership The city militia and civil service
swear loyalty to this constitution.

In the 20 years saved from civil war Caeser easily takes Bohemia, ( silver mines ) ........


Heres the exciting bit, he funds an exploration of the coast of britain, and N Europe, they discover the scandinavians, trade with them and Caeser is struck by there long boats. He hires them as mercenaries to explore the river systems of the East ie East Europe, Russia/Ukraine. He realises how such craft can benefit Roman troop movements, some canals are built to connect major rivers, and Rome has a quicker way of moving troops within gaul and Germany.

Caeser encourages a lure of the East, with stories whatever, the Scandinavians are diverted to settling in Russia and the Ukraine, and develop a semi Roman character.... they a Romanised to some extent. Consider Caesers diplomatic/political skill with the Gauls


Then with all that done Caeser sets off with a massive army to deal with Parthia, there is a knowledge of the aral sea and he has a river/sea supported logistical system know.
