I think its more realistic them accepting than Julian offering it. Roman Britain was still in a decent state up until the first civil war with Theodosius.

If the Romans are able to arrange transports and take them to Britannia,they have the capacity to break them up.Just ship the folks to different locations.I believe the Franks realize this too.
