Carter cared less about money than principle. If Reagan continues his anti-Communist tendencies, we might see Bush be the one to truly open up to the PRC...and a right-wing (and left-wing) backlash.

Yes, but anti- Communist tendencies always meant anti- Soviet. Communist nations that didn't get along with Moscow were always okay (and useful as allies).
 
Out of character. Carter gave Latin American neofascist thugs aid and arms while talking to all non-East Timor countries about human rights. Anticommunism always came before human rights for Carter. He was about as hawkish as Reagan, though he didn't like military death squads nearly as much.
