Are you referencing the the point to point high speed train/rail line connecting the the West Bank to Gaza that Israelis offered Arafat (along with phased statehood) i n 1998/99?

Interestingly it was the terrrorist angle the led the Israeli to offer it. Arafat responsible for security, a carefully chosen route around possble Israeli targets, no stops in Israel, security fence, etc... Not prefect but Arafat and his stooges bare the responsiblity and most likely the casulities if something happens. Also it seriously reduces cross Israel motor traffic between the two areas.

Israel has a train system and AFAIK that has not been targeted.

That's because Israel's OTL rail network is of no political significance, whereas a Jerusalem Monorail would be. And terrorists will always prefer targets of political importance, even if said targets are things that by and large support their own causes.

I've taken it and it runs across jerusalm and is being expanded to morefully serve the city and connect with intercity rail.

You've necroed a thread from 2008, but you are correct. Then again, it's only a year old, and there was no inner city rail system prior to it.
