Jeb Bush instead of George W. Bush in 2000

Fairly straightforward question. Let’s say that Jeb is elected Governor of Florida in 1994 while his brother narrowly loses in Texas. Keep butterflies to a minimum until the 2000 presidential cycle, when Jeb wins the Republican nomination and then defeats Al Gore by a similarly narrow margin. And unless there is a very compelling reason to believe otherwise, let’s say 9/11 still happens.

How does Jeb Bush handle the presidency during this era differently than his brother did? How would he approach economic issues, social issues, immigration, and, critically, the War on Terror? Who might be his Vice President, and who might he add to his cabinet? And, though this may be a small thing, how is his perception in pop culture different from that of his brother?
