The Japanese Balloon campaign was a wonderful waste of resources by Japan, typical of its agony to inflict some kind of damage to the US.
We know, that Japan used bio agents in China against the local population and to destroy crops.
What if ghe Japanese generals, seeing the daily rain of fire by the B29 raids, took a more radical approach and started launching balloons with bio agents against the US?
Let's suppose they got lucky and a balloon hit a residential area in the West coast spreading bubonic plague in February 1945.

Would the press cover-up still work?

Would the US be forced to strike back harder? Will we see chemical agents dropped on Japan before the A-bombs?
