Anyone got any ideas of exactly what would be required to establish a third branch of the Japanese armed forces in the late twenties/early thirties by breaking of all land-based airplanes and base forces for them?

An act of god (i.e. the emperor)?

Both branches believing it will be easier to influence a third and young branch to do it's bidding?

At least an Imperial Rescript.

Keep in mind that either the Army OR Navy could bring down the government, at will, simply by withdrawing their respective minister (who was always a serving officer) and refusing to appoint a replacement.

Yeah I know, that's why I am asking if there is any way beyond the Emperor saying so.

Reason why I'm asking is that the rivalry between the IJA and IJN really screwed over the Japanese engine and aircraft production. An IJAF would smooth over and streamline these difficulties to a ridiculous degree.

It might. It also might have created a three way dog-fight for every single resource.

Ah I think you misunderstood me, I meant streamline the production of aircrafts and engines.

That the IJA, IJN and a potential IJAF would fight over resources is virtually a given.
