Japan is divided like Germany, What happens to Sakhalin?

IOTL 400,000 japanese were removed from the Karafuto prefecture in Sakhalin after WW2.
If for some reason, the war ends with the Soviets occupying Northern Japan in addition to Manchuria and North Korea, would they still relocate these people? Or would some of Sakhalin be included in a Soviet puppet Japan?

In other words, would a soviet puppet state in the Japanese home islands include any of Sakhalin, or would Karafuto be treated like East Prussia?

The Soviets didn't let East Germany keep East Prussia. Why would they let Japan keep Sakhalin?

I wouldn't put it past the Soviets to annex Hokkaido.
 
Toyohara is going back to being Yuzhno-Sahalinsk even if all of Japan becomes a soviet puppet. Since the 1945 offensive was basically seen as revenge for the Russo-Japanese War, I don't see why the Soviets wouldn't use the opportunity to reverse all their losses.
