Japan declares a policy of no quarter during World War 2

Given the Japanese view during World War 2 that surrender was dishonorable, Could Japan publicly declare either after pearl harbor or during it's War in China that it will give no quarter to any POWs

Would this lead to less surrenders among the various allied troops

Would the allies declares their own policy of no quarter to Japanese forces

Almost certainly. After the first couple massacres Allied troops would stop surrendering. Better to flee or fight to the death.

Definitely not, if for no other reason than to keep the moral high ground in propaganda. On the other hand Allied soldiers aren't going to be feeling particularly generous when if comes to taking prisoners and Allied commanders will likely look the other way more often than not.

Absolutely. This probably leads to the removal/death of the Emperor as well.

Overall this would be an absolute PR disaster for Japan and probably the worst thing they could do in their position. You thought the Allies were pissed off before, just see them after they start routine mass executions of surrendering soldiers. The internment of US-Japanese citizens will be necessary for their own sake to keep them safe from the mobs that will try to lynch them.
