Alright, James Rumsey was essentially the creator of the water jet propeller, inventing it in 1792 and promptly dying from stress. However, he had done a large amount of tests in America, the main one on the Potomac River.

He had ran out of money, though, and moved to England with John Fitch, a major steam engine inventor.

Well, what if the US funded him? Would we not see the RMS Titanic, but the USS Titanic or something along those lines?
 
Except you are 150 years early. It wasn't till the 1950's that water Jet propulsion became viable, when Material Technology and Impeller Design allowed the high speeds needed in the Jet.

My naval terms aren't exactly great, so if you could tell me what I AM trying to refer to, that would be very helpful.

Right, but the fact it was done doesn't mean it was useful or economical. So, in other words, if he (or someone else) did more experimentation with it, they'd almost certainly just lose more money.
