Mary of Modena actually offered something of the sort at some point during her "regency", she wasn't exactly pro-Anglican, but she was rumored to be a lot more pragmatic than her husband. Apparently, IIRC, she was willing to allow the government of the church of England to be placed in the hands of Anglicans rather than expecting the awkward situation of a Catholic declaring himself head of the CoE.
 
If the Jacks did succeed,I can see a lot of people fleeing to the new world and earlier American Independence probably with a powerless constitutional monarch.
