The Bell System was under strict regulation in this period to only provide telephone service, thanks to the 1956 consent decree they agreed to. But independent cable operators could grow larger earlier if there's more demand for more channels.

The time that I was thinking of was post war(1948ish) and that Bell would just agree to share their rights-of-way with the Cable TV operators while accepting some cash or stock in return.

If they're allowed to have anything to do with the cable network, my guess is that AT&T will want to run it itself- at that time any cable operators that existed were very small entities anyway.

Another possibility might be RCA, perhaps? (Still RCA-Victor in this time period, but that's irrelevant and Victor will probably still be dropped) NBC was a national radio network (and at one point was two), while it seems like NBC-TV will only exist in New York. They'd probably want greater exposure than that for their television proceedings, especially as radio begins to wither on the vine.
