Depends when it has go to exile and why. If it is before WW2 Libya seems most likely. If it is after WW2 then probably whatever friendly nation.

Depends. Probably Italian governmebnt can flee to Libya. But at least being in mainland Italy is impossible without foreign support.

I have the Italian fascists flee to Libya, but its in the 1970's, and Libya (as well as the rest of Italian Africa) has been under the Italian thumb for decades.
