Italo-Turkish War

I'm currently researching the Italo-Turkish War for my TL (https://www.alternatehistory.com/discussion/showthread.php?t=162906 ;)) - the Ottoman failure to adequately reinforce the Libyan provinces was obviously a major reason for their defeat. I'm just wondering if anyone knows whether the main reason for them not doing so was:

a) A need to maintain most of the Empire's forces in the Balkans.
b) Italian naval supremacy.

Or both?

I'm looking for a way for them to do better, which would work if a) was the main issue. From the bits of information I have on the respective navies I fear that what I'm aiming for is very unlikely though.

Anyone have any idea?
 
In fact, given the Ottoman Navy's performance against the Greeks any reinforcement of Libya may be moving into ASB territory! It looks like they're destined to lose it after all.
 
I think the naval issue is probably primary, though there are of course the Sanussi

IIRC the taking of Tripoli was bleeding the Italian army dry, and there was a possibillity of exhaustion setting in if the Balkan wars breaking out had not forced the Ottomans to a quick peace
