Brazil took in a "mere" 106K, but 1.5M moved to Argentina.

Huh? I'm not sure where you're 1.5 million getting that figure from, but I only see 302,800 Italians emigrating to Argentina in the 1946-1960 period and 455,000 going to Canada and the United States, with the largest portion going to Canada (which had signed a bilateral with Italy in 1950 allowing large scale immigration) during the same period. The Libyan coast would be pretty easy to have a clear Italian majority if you like mixing ethnic cleansing of Berbers and Arabs with some forced migration of Italians to populate the now empty cities that you depopulated of your native populace.

Cities aren't finite; they grow. And you don't have to take property by force, you buy it.

Estimation of total population abroad having an italian ascendency is about 60.000.000.
Pretty much the same figure of the people actually living in italy today
 
I still think that there would be Italian migration, but assimilation is really key here. Italy could immensely improve the infrastructure and agriculture of Libya as well as introduce Italian language, culture, and education. Though I do suspect that extermination of political enemies could result in some small scale conflict and killing of locals who still oppose Italian rule. This should bring Italians to a steady percentage by the time oil is discovered, then its just a short term period until the ensuing development and further mixing results in an assimilated 'Fourth Shore'.
 
Define ethnic. Are we talking just cultural? If so, just assimilate the Arabs of Libya, turn them into Italians. Of course, you'd need a flood of immigrants/refugees from Italy to do that. Keeping religion as seperate as possible would help too. I don't think it would be horribly difficult to attempt; after all, didn't France try to turn the Algerians into French? Maybe a better example would be America turning Filipinos and the other territories it took from Spain into Americans.

We all know that ethnicity is not strictly definable, but anyway the OP also asked how to have Libya be a part of integral Italy, which doesnt mean that it has to have a racial majority of Italians (who have many ethnicities mixed into their blood too). Cultural assimilation is probably the most viable way to go.
